PayPal Problem

Hi, I'm trying to purchase Level-3 for TF2. I'm using PayPal and a prepaid greendot card. For some reason it won't allow me to send a transaction. The reason they give me is something like "YOU CANNOT PURCHASE FROM THIS LOCATION". I live in the US. Please help, thanks.

(if helios has a personal paypal account I think that would work, because i can send money to my friends, just no orginizations)

Is is Paypal not letting you or Green dot not letting you load paypal?
