A cap would keep the power line 'active' from the NIC's point of view (I think? might be wrong) - so it hopefully won't say 'cable unplugged'

You could also use autoit to make a hotkey to enable/disable the netlimiter client service, or the netlimiter component added to interface properties in ncpa.cpl through netsh
