Yes, most likely DX12 will indeed nullify Mantle. Even the new nVidia "Wonder driver" from a few months ago has sort of done that already.
If you must buy a card right now, pick up an overclockable GTX 780. I've seen used for around $400. When OC'd they're faster than a stock 780 ti.
