What do you mean you are not paying with paypal? You have to be going thru paypal to pay. If I were you I would call paypal as that is a problem on their end. Either that or your internet is going slow, I would just call them tho.
And I see that you are a VIP member so you may want to make sure the payment hasn't already gone thru more than once
