It is for the current latest version. It was created by RTW until they went bankrupt. G1 aka GamersFirst now own the game and have been trying but failing at remaking it. They call it APB:Reloaded to make it seem like its some kind of new game, but its the same, if not worse, game than it was before.
Check out my video I made of in game play with our hack! Though do take note that the nospread feature shown in that video is no longer available. Unfortunately it was patched and is no longer possible.
