Apart the fact that the UN charter(s) contains only articles and they start from the beginning i haven't goggle it but I'm quite sure there's no section b-9

But I may be wrong so feel free to post the link to the charter, not that I care, and even if it's true it's irrelevant since there's no obligation in EU to sell to any countries, in other words any seller can decide to sell to whoever he deem appropiate, or as I said there's no laws that force any seller to sell to everyone
