in 2009 EU Commissioner Neelie Kroes (Holds the Digital Agenda) gave Internet companies the possibility to actively deny countries that houses large scale frauds.
(Russian Federation, Ukraine, China and some African countries like Niger)

In 2010 this legislation was mandated and aproved by the United Nations under Section B-9 of the Chapter 12 of the United Nations charter.

The legislation can be removed if the Russian government starts actively pursuing frauds.
Seen from the latest World Cup bidding, and how happy and friendly Sepp Blatter was with Mr. Putin, I believe this mandate will never be removed.
