Admins/helios have decided not to sell anymore to people from Russia, to my understanding due to the number of scams in other words stolen credit cards or chargeback
I understand it's not fair with honest users but the admins cannot understand if you are honest or not and any chargeback cost around 10$
So probably they have decided is not convenient anymore to sell to russians

I suggest not to try even if you pay through a VPN the paypal is probably from Russia and every time you load the hack the'll find you are from Russia as well
