I'd say give it about a month or two then get it, it's still fairly buggy and goes down every day for updates.
It's totally not like APB, the storylines and combat are amazing and the EU servers are lag-free. The PvP and PvE servers are exactly the same, it's just that PvP servers Heroes and Villains can attack each other anywhere.
