LOL u just signed your contract to never get any mod or similar position.
Doober gave you a clean and normal answer there, no insult whatsoever.
Mod etc gets earned if we think someone is dedicated, helpful, trustable and so on.
But there's no application or whatsoever.
If it happends it does, if not then not.
