Xbox 360 and windows operating system are 2 different things.

360 uses a complete different operating system and i bet that operating system lacks certain functions to develop a full working framework let alone how we would be able to inject it is also something to wonder

Maybe in the FUTURE it might be possible to code cheats for the games but we are talking a long time from now. Most likely when new consoles get released and they have a much wider accessible OS and it's much more open and most likely if it comes with an SDK
