I've appealed it 3 times, but they do warned that after a few times, they might just ignore the request, i didn't know there was such a search for Cafe Accounts.
I stole 5 from a Cyber Cafe, in 2004, 3 of those have stopped working around 2008, i'm guessing the owner asked them back, since they had the same prefix (they are not like the new generated like steamcybercafe_id or whatever), but i still have 2 working. All games from Valve as soon as they come out, and lots of others.
