To many steam accounts :: Or scammed?

My story goes like this:

Some guy sold a steam account for 10$
It contained these games: CS:S, TF2, DOD:S, HL2, Portal, Killing Floor, HL2: Deathmatch --> only for 10$

The seller told me he was not the original owner of the account but had it over 2 months now,
so it would be unlikely that someone would recover it.

I bought the account, played on it for a few days. Everything was OK.

Untill today. I tried to login, and it said the account was Disabled.
I thought I got scammed..

My friend (who's also a close friend of the seller) said this:
It got disabled because you have to many steam accounts (I created many accounts due to MW2 bans etc.)
Steam was suspicious about that and they think you stole those accounts or hacked them.
So they disabled the account.

Can this be true? Steam website states this:
