When you see the loading screen press F8 and select last known good configuration. If you still cannot login. Reboot again and press F8 during the loading and then select safe mode. Enter safe mode and either check system logs for the correct error or run system restore.
If that fails during your operating systems installation select repair mode so it will not format your hard drive if you need to recover stuff. recommend you do a clean install.
